BigAtticHouse specifically designed the low-bandwidth protocol was to allow two (or more) coders to view, edit, annotate and highlight specific sections of code in real-time over the internet without use of the "screen capturing" used by many remote collaboration technologies. It even includes a simple IM system if the programmers choose not to use the phone.
Both users can either edit the document simultaneously, or one user can "HotTrack" and watch the other users activity.
